I've often listed items for sale that did not bid up high enough &
immediately send out second chance offers right after the items did not
sell.

I am 100% sure they are frauds, why would the seller put out second 
chance offers less than a day after auction end?
But you are right, the only way to make sure is to ask the seller via 
ebay. A lot of sellers state on their auction that they don't do second 
chance offers.
