Yes, only a proposal. Other programs (e.g. Scribus, a DTP application) have "locked" layers, which cannot be changed. That's similar. QCad has a "Snap" menu and easily accessible toolbar buttons for different snap states (no snap, snap to grid, snap to endpoints, ...). While you are creating objects, you can switch easily between the different snap states.
