I don't think they officially consider submissions on github. According to
their wiki, one should submit the patches the old school way:

I think Xilinx should either use the Github merge requests fully or completely
disable them from the projects if they don't maintain requests properly. There
are open merge requests from 2014!! The way it is right now wastes time and
makes false promises.
So Xilinx... please fix this! ;)
