The answer is that I and Chandana (listed in the maintainers file) are responsible for this layer. We are currently trying to update things to Zeus, and that is the first priority for us. We're close to being able to publish what we have, and once we do our plan is to catch up on these past pull requests. As for github vs mailing list, I absolutely prefer the mailing list. The github.com version is simply supposed to be a mirror for the git.yoctoproject.org version. We do occasionally accept pull requests there, but pull requests are very difficult to review, IMHO, vs email reviews. Also unfortunately, I am VERY new to this stuff. So I'm learning as I go.
