to answer question no.1
If you would like to drill at 2 inch in dia. you will have to program 1 inch
up from center .
 you have to forget that your on a lathe. and start thinking radius moves
from center (X0) out. the same holds true for milling if your milling a 1/2"
square you would program X 1/4 in the plus direction and X - 1/4 on the
other side. Same is true for C axis.

to answer question no. 2
 define it the same as XY_plane but reverse the Z direction.
