You can indeed get DSL without POTS service. Sometimes its a little
difficult to get it, and last time I did it was for premium commercial
access through BestWeb internet. They used the term "dry copper", but
the words "dark" and "loop" are sometimes used instead.

Before I had that BestWeb commercial line, I had a verizon POTS line
with BestWeb residential DSL on top. I never used the phone line for
anything except recieving calls from my parents :)
So I tried to remove my long distance carrier, a minimal but annoying $5
a month or so. Verizon removed my long distance carrier grudgeingly, and
replaced it with a $8/month surcharge for not having a long distance
carrier. It rurned out to be legal. There's no point to this story, I'm
just bitter :)

Anyway, these days theres no problem living without a landline. The only
issue I've run into in the past 5 years is my satellite tv service
(Dish, but DirecTV does it too) likes to "require" a landline as part of
their anti-fraud efforts. As I only have one reciever, I'm exempt.

Your alternative is cablemodems.
