Because they dropped support for Win9x there, too. Which email client? Doesn't seem easy to find a supported version of an email client that will do POP3s or IMAPs with either SSL or TLS. I can understand installing Win98 in "non-net" mode to play old games or something, but ... for general use on the net? Gads. Download one or two programs that "just sound good" like an unexperienced person would. See what happens.
