That used to be true, but these days the assorted levels of government
want a cadre of trained and deployable communicators. IMHO, the ARRL has
been desperately selling this concept to ensure amateur radio remains
relevant, but it looks very much like an unpaid job to me: all the
requirements with none of the benefits.

Untrained folks showing up with an HT get turned away. No lie.

Which is why I'm largely a tinker...
