Depends on what you mean by best, who his email provider is, and where he will be going.
My mobile email solution is a Treo 700wx (Windows Mobile 5 phone edition) with Pocket Outlook. I use it to connect to Gmail (IMAP) and my company's exchange server. Service is provided by Verizon. Unlimited Data + ~1000 minutes runs me around $120 / month with taxes & fees. I use Verizon because they had the most extensive US network, albeit at the highest prices.
