The ecu in an NB  stands vertically above the driver's knees or calves.
Four multi connectors on it. Maybe open it up and see if there is a
loose piece of solder floating around in there?

the other thing that led me to think this wasn't the ECU was that
Mazdaspeed showed it for $75, I thought the CPU was in the 3-400 range
and I thought it was behind the passenger seat?

        This POS was supposed to be replaced under warranty by the
stealership and I dont think they did. 
         
        If you recall months and months back my 2001 Miata was flaking
out every so often, blowing the ECU fuse, and id have to have the car
towed home.  Totally unpredictable when it happened

        I traced the wire back across the underside of the dash (the
dash and instruments are now completely removed from the car)
         
        There is a blue block on the driver's side of the heater core.
When I unplug that I stop getting a heavy continuity reading at the ECU
fuse.  Plug that back in and then I followed that along and i found that
when I unplug the middle socket from this unit in the picture I stop
getting the bad reading at the fuse block.
         
        So is the unit bad, or where do i go from there?
