The 1.6 ECU is very simplistic.  After 4000 rpm it goes to a single  fuel 
setting and, IIRC, ignores the O2.  To get maximum milage with the  stock ECU 
you 
have to drive less than 4000 rpm.  
 
Option 2 is to get an aftermarket ECU.  Option 3 is to put a 3.909  rear gear 
or .75:1 5th gear to lower rpm.

Well I was researching the OTM  Dodge Neon I will probably be buying, they 
have 2 liters, are 300lb heavier,  with 20% more horsepower and get 50% BETTER 
gas mileage (high 30’s  highway) 
I wonder if the 1.6 Miata runs  rich by design or something. I mean it’s a 
lighter car with smaller  displacement.  Could the O2 Sensor be intercepted top 
force a leaner  condition for cruising?
