Vote them off. I was fed up a few years ago by some plans afoot in my HOA. I wrote up a letter describing the scenario, mailed it to every home owner, and asked for their support. At the next annual meeting the item was voted down. You can use persuasion. That is part of the political system. The key, is be in involved. I find that the unhappiest HOA members are usually those that are the least involved in the process.
