AFAIK higher altitude gives better MPG because of the lower pumping losses 
through the throttle butterfly.The twin turbo BMW 335i gets very good cruise 
MPG for its weight and power (29 by Car&Driver), and I believe part of the 
reason is that the wastegates open during cruise.  They have a vacuum operated
