There can be other problems. The harmonic balancer has two parts (hub &
pulley) separated and bonded by rubber. This layer can deteriorate with time
or attacked by chemicals. The breakdown could produce the alignment issue
you described and worse (think crank bearing damage).

Does "tightening" the harmonic balancer correct this, or can there be
other problems with the Harmonic Balancer.   Oh we have both the worn
belt plus the new one.

How do you check the pulley bearings ?
