Have you searched the V8 RX7 forum. Several approaches are documented in
there. Orifices, restrictors, alternate pumps, etc. The Chevy pumps are
hiogher pressure than you want.

Anybody know anything about ps pumps and how to regulate the pressure
thereof? Having a little battle mating the chevy pump to miata rack,
believe we have too much pressure and are foaming the fluid. All ideas
welcome!
