I assume that the pulley size affects how much fluid can be delivered at 
a pressure than what the pressure is.  This is due to my assumption that 
there is a regulator in there.  Presumably, with the right knowledge 
that regulator is adjustable.

If you back yourself too far into the corner, you could go with an 
electro/hydraulic system or even all electric.
