Sounds like a short - some bare wire touching metal to ground, allowing the pump to run constantly when the key is in ON. I'd trace back over the wires you were removing and see if any remaining wire has the insulation scraped away. ...But the Keypad doesn't light up, so be certain it is plugged in.
