It's probably that high because of the fuel pump that has been installed,
So I can swap pump or add a AFPR, I don't really see a difference between
the 2 solutions, but the AFPR is much easier to install than swapping pumps.

But I still don't understand how the extra fuel pressure is screwing up the
hot start.
