Well, Midgard is an environment where you can use a templates to style
your site or sites and you can create as many templates as you've got time
for.

Midgard is administrated through a web browser so that would fit
your bill. There's a sample site that deomonstrates it's interface, 
not sure of the URL but you can search the midgard-project web site 
for it. Midgard works in concert with Apache, php and mysql. I would say
the downside for you is that any environment that's capable of doing what
Midgard does also requires an investment of time for learning. You don't
necessarily have to be an advanced php user but it's sure going to
help. My opinion is, if you don't want to or don't have the time to spend
learning to use an environment like this then it's probably not for you.

I doubt there's an alternative that's going to be any easier. I've never
looked at Zope but I imagine it's learning curve is comparable to
Midgard's. I think there's some php library called "quicktemplates" or
something to that effect, again I haven't got an URL so you'll have to
look around for it.
