I believe the system you are referring to is called "FastTemplates". More
information can be found at http://www.thewebmasters.net. It is basically a
class file that is parsed along with the template snippets. It does require
some PHP or programming knowledge to get started. Recently there was a HOWTO
posted so that should help a little.
