None required. The layout system can be used without, although you'll
get
more flexible solutions (like multiple looks for one site:
graphics/text-only,
frames/tables, etc) if you pick up some PHP. Much can be learned from
peeking
at the included example site.

You can use it at home and then mirror the pages to a static tree of
files, which
you could upload to your webserver.
