Kay is correct,

You want to set the Financial Action to the parent for the fees. Then, when
you are creating fee products in Mifos, you can select which of the GL
Accounts to assign the fees too.

One thing to note, every financial action can only be mapped to on GL
Account for Credit and Debit.  In order to get multiple options, you assign
the Credit to the parent GL Account.

This holds same for interest, principal and savings as well.
