Hi Jaya,
This error message is usually displayed when you try to apply
fee/penalty to the account on which payments have been made before.
Mifos currently doesn't support this scenario.
You can apply fee/penalty to the account only if no payments have been
made on this account.
Could you check if there were any transactions in the past on those
accounts with error?
