Vu Tien,
The instructions you are referring to are for our older Mifos product (the
original mail was sent on 2010) and the newer MifosX product you have installed
does not need any property files.
The latest release of MifosX community-app does not have Vietnamese as a
supported language.
We have now added support for Vietnamese and the same would be made available
in a preview release which shall be out towards the end of this week.
