Our translations are done by Translatewiki, if you want to add missing 
translations for Vietnamese, you would do so through 
https://translatewiki.net/wiki/Special:Translate?group=out-mifos&language=vi&filter=translated
 
<https://translatewiki.net/wiki/Special:Translate?group=out-mifos&language=vi&filter=translated>

If you want to make changes locally, you can do so in 
global-translation/locale-vi.json (you can refer  
global-translation/locale-en.json for the equivalent english verbiage) in the 
community-app folder.

However, I would urge you to please make the same changes in translatewiki too 
(else when you upgrade to the next version, you would have to merge all the 
changes you have made locally to the translation files that are shipped with 
the new release)
