I have no cure, but I have been seeing similar issues with one of my
PowerRouter 732s which I believe is the same hardware.  The UPS between
it and the grid is not terribly great.  It is ancient and pre-dates our
use of the site.  

I believe I only see this problem when a power event happens.  One of
the ports will start flapping at about the frequency you mention.  This
is always when a storm has come through the area, 50 miles from me.

A reboot of the PR732 sorts it out immediately.  I think the power
browns out during the transition and something comes unglued in the
ethernet device.  The PR732 runs fine on the UPS after a reboot.  I
don't know if it's a driver issue or a hardware issue.  

I originally installed the PR732 running RouterOS 5.x with a small but
new UPS.  The UPS died and the person on-site plugged us into his UPS.
Some time after that is when we started noticing these problems.  I
cannot remember if we had upgraded to RouterOS 6.x before the UPS died
or after.
