They base their actions on the trickle-down theory which is not entirely selfless. Sooner or later the fix will trickle down to the homeless -- just like the Colorado River trickles down to the Golfo de California. Not!! The above was tongue-in-cheek, more or less. Only during extremely wet seasons does the Colorado have any water left it it by the time it reaches the sea.
