The problem is who decides who has the bad brains. I'm too scared I'd end up in that column to want anything like that to happen. You know, it's possible some of those troublesome kids grew up to be quite successful. Unless they were ruined by drugs.(Detxroamphetamine, methylphenidate, etc.)
What is evil? What is immoral? What is obscene? I don't know if I can answer that but I know it when I see it. The internet has made it so readily available I pretty much see it every day.
