Who are they?  "They" represents the group of people who render
relevance and pertinence to a particular subject.  If we were
discussing some medical issue and the phrase "they say" came into use
it would refer to those in the medical profession who offer/issue
medical data and revelations.  In our case "they" refers to those
relevant to the religious/biblical discussion.

Of course there was a man who had his name changed to "They".
