JIm, really think about it. The day that "we", which is not you and I but some governing entity, controls the weather, that is when we "Pay" for rain. Farmers that don't pay up get shut down so what makes you think that they will get free rain? We will all be at the mercy of the corporation or government, which ever gains control first and in all reality there really isn't much difference when you consider corporate influence in government.
