Not clear on your reasoning here. If I was publicly beaten every Wednesday and alternate Saturdays and still turned out a productive citizen would this be an indication of the effectiveness of public beatings or a testament to my resilience?
I can attest that our public school system is not equal. We moved around a lot when I was growing up and Mom and Dad always tried to live in an area where the schools were good. They didn't always succeed. When we lived in Fla. my brother was getting mugged every day at school(Everglades HS) for his lunch money(or watch or pen or younameit) so my folks yanked him out and sent him to private school. After we moved again he went back to public school *and skipped two grades.* Yeah, he's smarter then me. But not THAT much smarter.
