'Only if' implies an excuse for not being perfect.  I can accept the
statement that we are not only if we continue to strive toward that
perfection.   Else it is meaningless as are all excuses.

I don't have to go back far for that inspiration: We the People of the
United States, in order to form a more perfect union, do ordain ...
This particular phrase was specifically put in the Constitution
because the pre-existing Articles of Confederation was beginning to
show cracks after only ten years.  So instead of trying to create
perfection they set their goals to create a more perfect union, which
implies that perfection cannot be reached.  At least in this life and
likely never.
