I kinda think this is the only name that we have to retain. Legally we and MUSL both copy this code from Rich Felker, et al.

Hmm, which two notices do you think can be combined?

From looking at COPYING.MinGW-w64-runtime.txt, we have a bunch of notices which are similar, but none that really is the exact same one, so unless I'm missing something, I'd suggest just adding another section in the file for Musl, with the full license from the header of one of these files.
