Nothing prevents one from purchasing motorized vehicles without a government issued license. Government "permits" are nothing more than a form of extortion and overreach control. ...but before we digress, Jeffery, you would need to know where gas/petrol needs to go, what the red oil light or the "check engine soon" mean, how to check and maintain proper air pressure in the tyres, etc. --patrick
