This doesn't cover the bounce message but it will take care of the blocking.

table senders file:/etc/mail/senders

accept sender ! <senders> from any for domain

I first tried "reject sender <senders>" but that didn't work. Is that a bug or not applied correctly?

This will send a delivery status notification(failure). There may be a way to change this, but I'm not sure.
