Custom bounce messages are in the issue tracker as I recall. 
But you realize the only way to actually block all prism providers is to
just turn off your email server and stop using email, chances are your
data center either directly collects info for any number of intelligence
agencies or the person you are sending to has the same issue. 
Bouncing messages also will not have the effect you are hoping for, most
people just straight up delete stuff from the postmaster or their mailer
daemon, it looks scary and confusing to the average person.
If you want some actual impact do some crypto, or do some risk analysis
and realize you probably are not that interesting if you are using email
to communicate whatever it is instead of doing it in person.
