I think it's best to have both. For some fx I'd want to leave a wet/dry knob in my "favourite" position and enable/disable the effect using the on/off switch, while for others I'd leave it on all the time and use the wet/dry to bring it in or out. In fact from my experience on the DJM800 and other hardware fx boxes I would say that having both is essential.
