Maybe the pixels for a normal PAL SVCD are 480x576. 
When you multiplex the audio and video you should get something like
that:
...
   INFO: [mplex] Frame width     : 480
   INFO: [mplex] Frame height    : 576
   INFO: [mplex] Aspect ratio    : 4:3 display
   INFO: [mplex] Picture rate    : 25.000 frames/sec
   INFO: [mplex] Bit rate        : 2500000 bits/sec
...

When you play it back with yuvscaler you should see some lines like
that:

VIDEO:  MPEG2  480x576  (aspect 2)  25.00 fps  3125.0 kbps (390.6
kbyte/s)
....
Movie-Aspect is 1.33:1 - prescaling to correct movie aspect.
VO: [xv] 480x576 => 768x576 Planar YV12

Depends on the CPU cand commands you use. 

A long time ago (2 1/2 years ago) it was fast if you could encode on a
Athlon 500, one minute of video in 50 minutes without denoising.
