My 89 cruises at the same...but VW limited the GTI from 87-89 to 124 mph and the 90-92 to 125 mph. In order to go 140 in a stock GTI, you would probably want/need to buy the taller gear (.75:1 or .80:1) instead of the stock .91:1 5th gear.
