I should have read more carefully, 5000-3500RPM should be plenty fast enough if the tires are well inflated (which they should be if you're going to go that fast ;)). However, since the test is in neutral, you'll (obviously) have to go by the speedo. So time a coast down from 100-70 mph, but try to 'correct' the speedo by calibrating it against the tach with the known speed in gears. Just post:
car type tire size and pressure suspension lowering (front and rear)
