To elaborate on this:  Most of Europe uses trains for shipping.  
Unfortunately, the widespread use of trains for shipping in the US died after 
the Rockefeller rea.  Also, the road tax and gas tax is significantly higher 
in Europe.  Where do you think it goes?  And yes, the fact that our roads are 
subject to much heavier vehicles(how many Excursions do you think Ford is 
going to sell in Europe?), and many poorly-maintained vehicles as well, has a 
profound effect, too.
