Absolutely no shoulders even on the newest roads and some parts of the highway had 2 and 3 foot drops from the road to the dirt. Wrecks their can be really bad. You have to be extremelt attentive or you will get a wheel off the side and flip. I saw it 2 times in 3 days. I do not know if the is all of Mexico but it was true where I was. I really appreciated getting back to the good 'ol US of A.
