yes.  just as reliable as the 8v engine.  theyre basically the same
things, except the head has twice as much stuff.

go for an early 16v car.  an 87 gti will probably run you ~1500-2000.  
dont go 8v.  you'll be dissapointed every time you get in a well cared
for 16v.   
ive never been in any 8v as fast as either of my 16v gti's.  (87 and 92)

...except mabey a few corrados, but my 87 would hold its own with them. 
never raced one in my 92...

there arent really any "bad" years.  the engine started in late 86 with
the sciroccos, and mabey even a few gti's.  then 87 for most of the
gti's.  dunno about the jettas.

only parts for the head cost more.  and only because you have to get
twice as much.  other than that, all the bolt on goodies are virtually
