In the distant past I purchased the same VW puller as shown in Bentely from JC Whitney for $15. Also available from SnapOn man for big bux. Worth every penny. Maks task trivial. Similar can be borrowed from Kragen.

I am replacing the manual steering rack on my 16V project car with a power

tried a gear puller and a steering wheel puller. Neither tool can maintain a
grip on the hub carrier.

I have borrowed the correct VW tool in the past but I cannot seem to find
one anywhere now. Does anyone know where to find this tool?

Thanks
