What have you done lately to the car?
How long have you had this problem?
What type of troubleshooting have you done already?

Guessing...
Thermo time switch.
Cold start valve.
Coolant sensor.
Vaccuum leak.

If you think it is really fuel related, you need to test fuel psi.  Make
your own gauge here:

Subject: [a2-16v-list] Cold startup hesitation

My '88 GLI (CIS-E Jetronic) has an issue with what seems like low fuel
pressure at startup.  For the first few seconds, it sputters, then it
catches up and all is good.  It also does it the first time I put it under
load, but from there on out, it runs like a dream.  In-tank fuel pump is
new, accumulator is new, and the fuel filter is new.  Any thoughts?
