Hmmm, seems like this might be one of those Passat electrical issues I've
heard so much about.

  Some extra grounding seems to be the place to start.

        Had a similar problem with an 89 2 liter 16V years ago.
Turned out to be some frayed wires in the grounds that attach to the
driver's side rear of the valve cover.  I lengthened them all and the
problem went away.  It seems that when the engine mounts start to
wear, you get more to and fro movement in the engine and, with the
wires being as short as they are, the extra strain was too much for
them to take.  I cut off the old connector(s), soldered them all into
a butt connector and then a three or four inch piece of 12 gauge from
the butt connector to a ring connector and onto the stud.  Never had
a problem again.
