Just noticed that you didn't include the change to
resources/styles/default/inc/water_polygons that was in
drawLevel_v2.patch

-natural=sea { add mkgmap:skipSizeFilter=true } [0x32 resolution 10]
+natural=sea { add mkgmap:skipSizeFilter=true; set mkgmap:drawLevel=2 }
[0x32 resolution 10]

This change is harmless when --no-order-by..., reflects the default
behaviour of the code when --order-by... but users might want to change
it to a high value to show sea up to the coastline.
