Ok, can answer my question myself for Debian:
/usr/lib/locale/locale-archive

copying it into my chroot solves my problem:

# export LANG=de_DE.utf8
# export LANGUAGE=de_DE.utf8
# chroot /disk/mlnet /mlnet -stdout
Current locale of the target machine is UTF-8
Current language of the target machine is DE
