Hi Paul, Actually it won't...
The Ubuntu team still point mt.ubuntu to one of their core mirrors in the UK. So when you install Ubuntu in Malta all your downloaded packages will be obtained from the UK at good speeds. Personally, I've actually found the UK mirrors to be faster than the Italian ones!
