ccTLDs have all the right to be more restrictive on their assignments. Although 
not fashionable, it makes sense if they want, for example, a .com.mt to 
actually be a Maltese company - they're basically sticking by the non-existent 
book.

Of course, in the real world .com and others are used for everything, including 
pictures of your neighbour's cat. But they're academics, so cut them some 
slack.

3 days is a long time - comparable to registering domains in non-mainstream
TLDs. The main problem with Malta's NIC is that they insist on verifying
identity via a manual signatures - this is arguably more secure and results
in fewer complaints, but takes longer to setup.

I am not associated with NIC Malta in any way btw :-) Take it up with them

Other NICs have automatic on-line processing systems. What's up with
Malta's NIC?

They also seem to not comply with standards and are not running a WHOIS
service.
